CAPTION: A major step was taken toward alleviating crowded conditions at Rogers 
City Elementary School in 1994.  The board of education agreed 7-0 to move
fifth- and sixth-graders to the former high school building (Grambau Education
Center) at a cost of $100,000 in renovations.
