CAPTION: In 1980, Northeast Michigan Manpower Consortium (NMMC) moved to its new headquarters on State Street. It once housed Black River Products. The building was to provide larger quarters and was to allow a more efficient operation in the organization that was serving eight counties. NMMC was funded by the employment and training administration, a branch of the United States Department of Labor. In other Onaway news, John Harrow of Onaway took a 14-pound, 4-ounce pike from Black Lake, Feb. 2, 1980. He speared the 38-inch fish while his wife manipulated the live decoy, a 10-inch sucker from Brock's Sports Shop.
