CAPTION: Sheriff Duane Badder beat his closest Democratic opponent by more than a 2-to-1 margin in the primary race. Badder was to face former sheriff Melbourne Smith in the November general election. Smith was unopposed on the Republican side. Badder was appointed to Presque Isle County's top law enforcement position in January 1978 following Ray Kurczewski's resignation. Badder received 1,432 votes. Runner-up Harry Clendenin Jr., another former sheriff, garnered 570 votes and Richard Szymoniak had 358. Smith received 664 votes. Badder swept 27 of the 28 precincts in the county on the Democratic side. In other Onaway news, Kim Hitchcock was Miss Northeast Michigan of 1978. The 17-year-old from Millersburg topped the field at Onaway High School. Kammie Miller was first runner-up.
